Uruguay would be higher up in the rankings if they didn’t depend on Luis Suarez. In the games that Suarez played in, Uruguay easily looked like a top 10 team, but without the main man, they were terrible.

Edison Cavani had a terrible World Cup performance, and only scored when Luis Suarez assisted him. In his one on one situation against England, he missed the goal completely.
