25. Cleveland Browns (Last week: 25)

Apparently, reports out of Cleveland is that there’s a growing confidence in Brian Hoyer as the starting quarterback. But the Browns just had a bye week, so I’m not sure why we’re suddenly anointing Hoyer the man just yet.

What to know: Are the Browns poised to make a run? Their upcoming schedule includes Tennessee, Pittsburgh, Jacksonville, Oakland, and Tampa Bay. Combined, those teams are 4-16.
