30. Jacksonville Jaguars (LW: 31)
Even when the Jaguars threaten, it is more of a whimper than a roar. As close as it might have looked to a potential upset, the Jaguars struck the Bengals, then were killed in seconds — literally, seconds off the game clock — later. These are the same Jaguars we have seen for years, and little appears to have changed.
