Garcon was turned into a glorified run-blocker last season under coach Jay Gruden, and the organization must decide whether those kinds of contribution are worth a $9.7 million cap number. He thrived in Shanahan’s system, so perhaps he makes sense as a No. 2 receiver down in Atlanta?
